The QIIP is considered to be the most popular and flexible Canadian investment migration program and opens for a limited time period each year. The province of Quebec shares with the Canadian Federal Government the selection of immigrants who wish to establish themselves in Quebec under the Canada–Quebec Accord of 1991.
Quebec administers its own immigration programs under the Immigration Act of Quebec and its regulations. However, persons applying under any of the Quebec programs must declare an intention to settle in.
QIIP is the most popular passive-investment program for foreign investors and their families who wish to settle in Canada. Annually, there is a cap of 1,900 investors with a sub-cap of 1,234 for Chinese nationals. This restriction does not apply to applicants who can demonstrate by a standardized test that they have an advanced intermediate knowledge of French. Unlike the Provincial Nominee Program which requires the Investor to actively manage the business in the chosen province, QIIP is favourable for investors who have successful overseas businesses and are seeking an alternative residence or aim at settling their children.
